If 'yes', and I want to believe that at least that part you did. Then volume folder mounted AFTER image was created, so your /usr/local/custom/packages became empty, because when container UP & RUN in docker-compose this folder changed to mounted ./airflow_files/packages. This is how Volumes in Docker works.
